Hostaway + Portuguese compliance: bridging the gap

If you’re a property manager running short-term rentals in Portugal, there’s a good chance you’re using (or evaluating) Hostaway as your channel manager and property management system. It’s one of the most capable platforms in the market — supporting Airbnb, Booking.com, Vrbo, and 100+ other channels, with calendar synchronisation, dynamic pricing, automated guest messaging, and a robust integration ecosystem.

What Hostaway does well, it does very well. What it doesn’t do — at all, by design — is Portuguese regulatory compliance.

For a PT-based operator, this creates an unavoidable gap. Hostaway will sync your bookings beautifully across channels, but it won’t file your SIBA reports, won’t handle your Modelo 30, won’t track your RNAL renewal cycle, won’t calculate your tourist tax per município. For a multi-property PM, this stack handles maybe 70% of the operational work. The remaining 30% — guest comms, cleaning coordination, payment workflows — slots in naturally.

Where Hostaway stops: anything specific to Portuguese regulatory compliance.


2. The compliance gap — what Hostaway doesn’t do

Hostaway is an international product. The team is distributed (Lithuania, US, UK), the customer base spans 50+ countries, and the product is designed to work across very different regulatory regimes. By necessity, country-specific compliance is out of scope.

For a Portuguese operator, this means Hostaway does not handle:

For a 10-property PT operator using Hostaway, this stack is ~25 hours per month of compliance admin that exists entirely outside of Hostaway.


3. Why Hostaway hasn’t built this — and why they’re unlikely to

It’s a fair question: Portugal has ~25,000 active STR operators, EU enforcement is tightening, why isn’t Hostaway building this?

Three reasons:

Reason 1 — Compliance is country-specific and high-stakes

PT compliance requires deep regulatory expertise (Lei 23/2007 + DL 128/2014 + DL 76/2024 + Portarias 372/2013 + 70+ municipal tourist-tax regimes + EU 2024/1028 implementation specifics). Getting this wrong creates direct legal liability for the operator and brand risk for the SaaS provider. Hostaway would need a dedicated PT regulatory team — expensive for a market that represents <2% of their customer base.

Reason 2 — Compliance ages fast, the rest of Hostaway doesn’t

Channel manager features (pricing, calendar sync, messaging) are relatively stable. Compliance changes annually (in PT specifically — major shifts in 2014, 2017, 2020, 2024). A compliance product needs continuous regulatory maintenance, which fights against Hostaway’s “platform for many markets” model.

Reason 3 — Their integration philosophy works against it

Hostaway’s stated philosophy is to be the central hub + delegate everything specialised to integrated partners. Their integration marketplace already has 100+ apps. Building compliance natively would conflict with their partnership strategy — they’d be competing with their own ecosystem.

This is actually a good thing for operators: it means Hostaway will support compliance via integrations rather than trying to build it themselves badly.


4. How to bridge the gap without breaking the Hostaway workflow

The integration pattern that works:

Step 1 — Keep Hostaway as the source-of-truth for bookings

Don’t try to replace Hostaway. It does the channel management job well. Your bookings, calendars, guest messages, and channel sync stay there.

Step 2 — Add a compliance layer that reads from Hostaway
